HM Passport Office picks £50m data transformation partner

Kainos awarded potential five-year deal to work on organisation’s data products

HM Passport Office has picked digital services firm Kainos to support a potential five-year programme of transformation of its data services.

The Home Office agency is in the process of rolling out its Digital Future Services programme, which will see citizen services increasingly delivered online. The organisation also intends to grow its use of cloud computing. 

As part of the transformation agenda, HMPO has picked Kainos to provide “level-3 support of digital applications and services that fall within [its] data product family”.

The contract, which came into effect on 29 July, will run for an initial term of two years, with three optional 12-month extensions beyond this.

As much as £48m will be spent via the deal – if it runs to its maximum permissible term.

“Spend will be via short, specific work packages for the support, maintenance and development of data applications and services,” the contract notice said.

The deal was awarded via £3bn Technology Services 2 framework, which features 145 suppliers across eight lots, covering a comprehensive range of design and support services. The buying vehicle features segments dedicated to transformation initiatives and large-scale programmes – including those that require the processing of highly classified information.

Earlier this year, HMPO used the same framework to award a potential £20m contract to Atos. The French IT services heavyweight will support the Digital Future Services programme as it pertains to the Passport Office’s “business intelligence, infrastructure and intelligence product family”.

Kainos, which turned over £234.7m in its 2021 fiscal year, has previously won a number of multimillion-pound contracts for the delivery of HMPO projects. This includes an £6m deal 11-month awarded in February to assist in “delivery of the backlog of development for… digital customer services products”.

In June, the Belfast-headquartered firm also kicked off a £54.5m two-year engagement to support a digital transformation programme at the Department for Environment, Food and Rural Affairs.

The company’s other public-sector clients include the Departments for Education and Transport, and the NHS Test and Trace programme.
