Civica hires Cabinet Office transformation director

Software, technology and outsourcing firm Civica has appointed former Cabinet Office executive director of transformation Ed Welsh as its UK government advisor.

Civica, which counts an array of local authorities and the Home Office, Ministry of Justice and Department of Health among its clients, said Welsh would bring “extensive experience of government efficiency and reform” to the business.

As director of transformation in the Cabinet Office from 2012 to 2015, Welsh led numerous initiatives, including reforming the government’s commercial functions to promote greater delivery of digital services, and the establishment of more back-office shared-services agreements.

Welsh is still listed as a non-executive director of the civil service’s MyCSP pensions mutual, which is part-owned by the government.

Civica’s UK chief executive Wayne Story said Welsh would have a significant role to play in the business’ expansion. 

“I am delighted to welcome Ed as strategic government advisor to the group,” he said. 

“His extensive knowledge and experience will help advance our clear vision and strategy as we continue to expand our position in the government sector.”

Before joining the Cabinet Office Welsh was an investment  banker at financial advisory group Rothschild for 14 years.
