Blackburn with Darwen chooses Capita as preferred bidder for efficiency deal

Blackburn with Darwin Council has selected Capita as its preferred bidder as part of a new efficiency deal.

As part of what the council calls a “place-based partnership”, the deal will see Capita provide technical services. The contract is worth £60m for an initial five-year term. If successful, it could be extended for a further five years. This new deal replaces one between the council and Capita ending in June this year.

The technical services cover areas such as highways and property and the council claims it will deliver savings, income and growth. The agreement includes a £2bn framework that will enable other local authorities and public sector organisations to procure Capita services to support their own infrastructure and development projects. This could include organisations within Blackburn with Darwen, across Lancashire, and further afield.

Councillor Andy Kay, executive member for resources, said: “Our council must now find a sustainable model for funding and growth that can support us for the future. The services provided by our partner, Capita, and access to its wider capabilities and expertise will potentially help us to grow our revenues, reduce our expenditure and transform the borough to meet the needs of our residents over the next five years and maybe beyond.”

Capita chief executive Andy Parker said: “The wider framework also means we can enable Blackburn with Darwen to maximise the opportunities as regional devolution in Lancashire begins to develop.”
