Home Office agency to work with French IT heavyweight

HM Passport Office has chosen French IT services giant Atos to fulfil a deal potentially worth more than £20m over five years.
The contract, billed as being part of the agency’s “Digital Future Services” programme, addresses the development and support of services in the field of the analysis of organisational information.
“The contract [is] for HMPO’s level-three support of digital applications and services that fall within the business intelligence, infrastructure and intelligence product family,” the notice said.
The deal was awarded through the £3bn Technology Services 2 framework, which features 145 suppliers across eight lots, covering a comprehensive range of design and support services. The buying vehicle features segments dedicated to transformation initiatives and large-scale programmes – including those that require the processing of highly classified information.

HMPO is in the midst of a transformation programme, through which the Home Office agency hopes to provide more digital services and increase adoption of cloud computing. In recent months, it has also floated contract opportunities for “data transformation” and “enterprise and solution architecture services””
“HMPO is transforming its IT services, moving to a more agile, product-centric, cloud-first architecture, and is significantly advanced in the implementation of this transformation,” the organisation said.
The business intelligence contract with Atos came into effect on 31 March, and lasts for an initial term of two years, plus three optional extensions of 12 months each.
“The maximum contract value over the five-year term is £21m, however spend will be via short, specific work packages for the support, maintenance and development of the BI3 applications and services,” the contract notice said.
Headquartered in in the outskirts of Paris, Atos is one of the world’s biggest IT services companies, with annual revenue of €11.2bn (£9.6bn) in 2020. The firm holds a number of significant public-sector contracts, including a £1.5bn deal – commencing in February and potentially lasting 18 years – to deliver a “fully outsourced service for the build, delivery and operation of administration services for the defined contribution pension scheme known as the National Employment Savings Trust”.
“The administration services will support auto-enrolment and be delivered primarily via digital channels,” the notice added.
