City council plans website overhaul

Belfast City Council is looking for a partner to help deliver a two-year digital transformation programme worth up to £250,000.

The authority wishes to appoint a supplier to help “design and implement a multi-channel customer hub… including modernisation of the council’s website”.

The new online hub will adopt a “wide and shallow approach to managing customer services”, Belfast said. The goals of the project include delivering cost savings and other efficiencies, while also meeting “the expectations of the city’s citizens in delivering services which are centred on their needs”.

The council added that: “It wishes to take an agile service design approach to transformation in order to make significant and accelerated progress to meet these key aims.”

In addition to the design and implementation work of the new website, the chosen supplier will be tasked with conducting a review of the authority’s cleansing and waste services, with a view redesigning them in an agile way. 

The commercial partner will also be expected to “transfer knowledge to allow the council to continue service design in other areas”.

Work – which is due to get underway later this month – is expected to take place in phases over the next two years. The budget for the project is expected to be in the range of £200,000 to £250,000.

Bids for the work are open until 16 April.
