GLA to revamp London Mayoral election website

LondonElects wants partner to conduct full user research exercise before creating new website for 2020 elections

The Greater London Authority (GLA) is planning a complete overhaul of its website, the main source of information on candidates for the Mayor of London and London Assembly elections in 2020.

The elections take place every four years to allow the public to select a Mayor for the capital, as well as the 25 members that make up the London Assembly, which holds the Mayor to account by publicly examining policies and programmes.

LondonElects – the team that handles the mayoral elections within the GLA – is calling for bidders to undertake a total revamp of the website, including a full user research exercise to identify user needs, based on pre-defined ‘personas,’ including candidates, agents, the press and voters.

The winning candidate will design and create a politically neutral website in time for the 2020 elections, according to a tender notice published on GOV.UK’s Digital Marketplace.

The notice said that the website needs a “complete overhaul” using more up-to-date CMS and technologies.

Plans also include a live feed of election count progress to go live on the day that votes are counted.

“For the 2020 election, we intend to create a new website to provide comprehensive information to all categories of stakeholders in an accessible and inclusive way,” says LondonElects in its request for proposal document.

Candidates are expected to work to agile methods – splitting the project into alpha, private-beta, public-beta and launch sub-phases – and to incorporate the Government Digital Service’s service manual.

The elections for the London Mayor and London Assembly take place on 7 May 2020, with the website re-launched by April 2019. The GLA has so far received 48 applications.
