New system will allow HR directors to gain instant access to benchmarking reports

Every local authority in London is teaming up to implement an online system that will allow them to generate instant reports on how their performance on key HR metrics compares with their peers.
London Councils Ltd – a body representing the councils of 32 boroughs and the City of London Corporation – has issued a tender looking for a company to provide “a user-friendly online tool” for use by its HR Metrics Service team.
The service conducts an ever-changing array of HR surveys to provide data back to the borough councils in a range of areas, including gender pay disparity, executive officer pay, union membership and facility time, and numerous other metrics.

London Councils has, for some years, used an online platform to conduct and manage these surveys. But the organisation is now looking to implement a new and improved system, one that allows council HR directors to input their own survey data and generate and gain on-the-spot access to benchmarking charts, PDF and Excel reports, and various other data files providing information on their HR performance.
The current service – to which all 33 London authorities subscribe – costs London Councils £33,000 a year. The organisation estimates that the new technology will cost at least £25,000 per annum, over the course of a contract that will last a minimum of three years, with an option to extend by two further one-year terms.
Potential suppliers have until 14 December to submit their bids, with the contract currently scheduled to commence on 1 April.
