Specialist procurement and support services outfit NHS SBS has revealed an intention to implement a commercial arrangement enabling bodies across the health service, and beyond, to work with expert consultants
The health service has revealed plans to create a £600m framework to enable NHS entities to sign deals with consultancy firms that can help “promote transformation”.
The procurement vehicle is scheduled to come into effect in the early months of 2028 and run for a term of four years, a freshly published commercial planning notice reveals. The document outlines that the framework will cover a wide range of consultancy services, including technology, as well as finance and accounting, market research, training, and many more specialised areas.
The planning notice indicates that a key objective of the agreement – which will also be available to organisations other public bodies – will be helping NHS organisations deploy new technologies and deliver reform,
“This framework is intended to facilitate flexible access to experienced consultancy providers, supporting both strategic and operational needs within the NHS and the broader public sector,” it says. “It [will] allow approved organisations to procure advisory services that promote transformation, enhance efficiency, and deliver sustainable results through a transparent and efficient selection process. The scope of the framework covers a broad spectrum of consultancy services, including strategic planning, organisational development, digital transformation, financial and procurement advisory, workforce planning, and sustainability initiatives. Providers will offer expertise to support integrated care models, service redesign, and innovation projects, ensuring alignment with national priorities and local objectives.

The document adds: “Services may involve short-term targeted or longer-term programs, delivered either on-site or remotely, with comprehensive support throughout planning, execution, and evaluation. Specialist consultancy services will also be available in areas such as governance, risk management, social value, and carbon reduction strategies, assisting organisations in meeting regulatory requirements and achieving net-zero commitments. This framework aims to enable rapid access to qualified consultants capable of delivering tailored solutions, supporting change management, and strengthening organisational resilience, leading to improved operational outcomes.”
The procurement process for the framework is being run by NHS Shared Business Services (NHS SBS), a joint venture between the health service and Sopra Steria, which provides the NHS with procurement support, and other centralised corporate services.
NHS SBS is currently undertaking market engagement and suppliers wishing to take part have until 18 March to do so.
Figures recently disclosed by senior officials revealed that £235.1m of government money was spent on NHS consultancy deals in the 2024/25 fiscal year.
