DWP seeks suppliers to help tap into ‘unprecedented opportunity and challenge’ of generative AI

The Department for Work and Pensions – despite banning staff use of ChatGPT – is planning to work with suppliers of generative AI services covering the likes of innovation, strategy and optimisation

The Department for Work and Pensions is seeking to engage with potential suppliers ahead of plans to put in place a major new commercial vehicle for exploring the “unprecedented opportunity and challenge” created by generative artificial intelligence.

Despite having issued guidelines this year formally prohibiting its employees from using the world’s foremost such tool, ChatGPT, for official business or department-issued devices, the DWP said that it has recently “carried out a series of proof-of-concept experiments into generative AI”.

According to newly published commercial documents, the department’s AI and Innovation Directorate plans to go to market seeking proposals from suppliers that could provide services in one or more of five areas: innovation and ideation; strategy and control; delivery and scaling; integration and optimisation; and maintenance.

The DWP’s ultimate aim is to ensure it can take advantage of what it sees as the huge potential of generative AI – a technology which is gaining more and more attention from departmental officials.

“Artificial Intelligence – including gen AI – represents a significant, if not unprecedented opportunity and challenge for DWP,” the department said in an engagement notice. “We have already seen a mushrooming of interest within DWP which mirrors that of wider government and society. Although DWP already have some existing uses of artificial intelligence, generative AI and its applications have become a major new technology disrupter as it is opening up many previously unforeseen opportunities.”

Ahead of issuing a formal request for proposal, the department is inviting interested providers that feature on the Crown Commercial Service’s AI DPS framework to participate in an “information session week” throughout the week commencing 5 August.

“This shall be followed up by an expression of interest which may include a capability test,” the notice added. “Only suppliers who have expressed an interest and completed the capability assessment will be invited to tender.”

In September last year, the DWP revealed that it was to undertake a “lighthouse programme” to explore the use of generative AI tools “in a safe and governed environment”. It is understood that the DWP has experimented in recent months with the use of an internal tool based on the Microsoft Copilot generative technology.

The software vendor has described the platform as “an AI-powered digital assistant that aims to provide personalised assistance to users for a range of tasks and activities [and] combines the power of large language models” with a user’s own data.

The department’s earlier uses of AI to date have included the implementation of algorithms in helping to detect fraud in claims for Universal Credit advances – a deployment which civil society groups warned lacked “transparency and accountability”, and had the potential to embed bias. Despite such controversy, in 2023 the DWP revealed plans to invest £70m over a two-year period in expanding the use of algorithms and analytics to help tackle benefit fraud.
