Bolton seeks transformation chief to deliver 10-year vision

Local authority wants agile experts to apply for senior role

Bolton Council is recruiting for a transformation leader to spearhead work to deliver a 10-year vision for the authority and the town it serves.

The council is to appoint an assistant director of transformation whose role will be to “catalyse and drive the modernisation” of the authority, and help fulfil the objectives set out in the organisation’s ‘Bolton 2030’ vision. As well as revamping council operations and citizen services, the plan includes a “£1bn programme of regeneration in five key residential and commercial developments” across the town.

The chosen candidate will be tasked with “identifying opportunities for improvement and efficiency, developing new models of service delivery, and creating the capacity, capability and culture for organisation-wide change”.

The council said: “Harnessing and exploiting opportunities created by technology and digital, your brief will be council-wide, with no part of the organisation off limits.”

This work will include the implementation of new IT and digital platforms to “transform services”, alongside a drive to make “better use of existing systems”. The transformation chief will also be asked to examine commercial models, with a view to “transforming how we commission, deliver and procure services”.

Bolton is particularly interested in receiving applications from those “with experience of delivering change in agile environments”.

The authority added: “To secure Bolton 2030, we are transforming our council, working in partnership across the borough and Greater Manchester to modernise and maximise the potential of our people and place.”

The successful applicant will report into Bolton’s director of corporate resources, and will be appointed to a two-year fixed-term contract. The salary of the position was not specified.

Applications are open until midnight on 4 May.
