Planning Inspectorate to deploy digital tools to allow confidential reporting and management of staff issues
The Planning Inspectorate is looking to deploy a digital tool to allow for the online reporting and management of whistleblower claims.
The inspectorate has issued an invitation for suppliers to tender for the provision of a service that allows employees to confidentially report issues. This service must include a phone line that is available all day, every day, as well as email and online reporting tools.
The service must also encompass “an online, user-friendly secure management system which holds records of each issue raised”.

The chosen supplier must provide implementation and staff training services.
All systems must be suitable for use by staff with hearing or visual impairments.
“In line with the Planning Inspectorate’s HR policy, there is a requirement to provide a whistleblowing service to all staff to encourage a culture of openness, transparency and enable all staff to report any perceived issues,” the invitation to tender said. “There are some instances where staff may not feel comfortable with reporting issues via the line management chain, but would be comfortable reporting it through the external service.”
The inspectorate is looking to appoint a supplier to a contract for an initial term of three years, plus two optional one-year extensions. Bids are open until 28 September.
An executive agency of the Ministry of Housing, Communities and Local Government, the Planning Inspectorate regulates and advises on issues related to land and construction planning.
