Local authority looks for supplier to provide integrated HR and payroll platform

Bristol City Council has set aside £4m to implement a new “fully integrated HR and payroll solution”.
The council has issued a contract notice seeking bids from potential providers. Once a supplier has been chosen, the technology will “be implemented in collaboration between the council and the successful tenderer”, the authority said.
Bids are invited until 19 February, with a £4m contract due to kick off on 1 July, and last for eight years thereafter.
The council said that its preferred choice would be a single product stack that delivered both HR and payroll software, but that it is open to adopting a mix-and-match approach, it that seems the best option overall.
“The solution will be highly configurable, fit for purpose, cost-effective, scalable and dynamic,” the council said. “Ideally this would be delivered by the implementation of a cost-effective, fully integrated system. However, in order to try and achieve ‘best of breed’-type functionality, the solution could be delivered over multiple systems with seamless integration.”
