Square Mile authority floats £2.4m contract for advice on “the art of the possible” in relation to shaping the organisation’s future – including its ambition to become “digitally enabled by design”
The City of London Corporation has said it is looking to appoint a strategic partner who can advise it on options for future business transformation.
According to a preliminary market engagement (PME) notice, the authority – which is responsible for the capital’s Square Mile – has £2.4m to spend on professional expertise to shape the transformation programme.
“We are seeking to understand the art of the possible – drawing on market insight, innovation and experience – to inform future options, rather than defining fixed solutions or deliverables at this stage,” the notice states. “The PME aims to gather supplier insight to help shape the scope, delivery model, commercial approach, and future procurement strategy.”

According to the City of London, its ambition is to create a “future ready” organisation that is financially sustainable and outcome-focused; “digital and data enabled by design”; able to collaborate across traditional boundaries; and equipped with the skills, tools and culture needed to continuously improve.
“Successful transformation will focus on value creation (improving service outcomes, operational efficiency and staff experience) while maintaining the City Corporation’s distinctive strengths and responsibilities,” the notice states.
“This organisation carries nearly 1,000 years of history. Our transformation approach must honour that heritage while confidently shaping the organisation for the future.”
The corporation said it expects to offer a three-year contract for strategic transformation advice that will start in August. It added that the contract period could potentially be extended by a further year.
Interested suppliers need to complete a PME questionnaire before 11 March.
