Government puts £19bn value on Technology Services 4 framework


Newly released procurement information reveals that the fourth version of the large transformation and digital services buying vehicle could see a tenfold increase in spending across up to five years

The Crown Commercial Service has estimated that the next iteration of the major Technology Services framework will be worth almost £20bn – ten times the value of the incumbent version.

A newly published commercial notice outlines that CCS expects to issue a further contract notice opening bidding in around 10 days’ time.

The notice adds: “This framework is for the provision of technology and digital consultancy services, transition and SIAM (service integration and management), end user services, infrastructure services, live service management and maintenance, asset management, application development and lifecycle management services, data management, security management and transformation services.”

The plan is for an initial three-year framework to come into effect in December. This deal can then be extended for a further two years, up to a potential end date of late 2030. Spending during this time is forecast to reach up to £19.2bn, according to the notice.

The procurement body indicated that it has already conducted market-engagement exercises with prospective providers.

The incumbent Technology Services 3 framework features a total of 236 suppliers across eight lots and sub-lots covering: technology strategy and service design; transition and transformation; operational services – end-user services; operational services – operational management; operational services – technical management; operational services – application and data management; major services transformation programmes; and service integration and management.

The initial four-year lifespan of this deal was due to run until this summer, but a nine-month extension has taken the end date up to March 2026. Technology Services 3 came with a project value of £2bn.
