A senior role in the Cabinet Office’s Central Digital and Data Office comes with responsibility for leading the development of a tech workforce strategy to be applied across government departments
Government is recruiting for a head of workforce strategy and transformation to help “turbocharge our ability to attract, recruit, grow and retain world-leading digital talent”.
The role, which is based in the Cabinet Office’s Central Digital and Data Office, comes with responsibility to lead ongoing development of the Digital and Data Capability Framework, which maps the skills required and career-development path for the 45 discrete roles that comprise the profession.
The postholder will also oversee work to “expand the adoption, iterate and maintain the competitiveness of the Government Digital and Data Pay Framework” – a mechanism which is designed to help departments attract and hold onto key tech staff by enabling additional salary allowances of up to £10,000.
In addition to these existing programmes, the new recruit will also be asked to “lead and deliver the development of a strategic workforce plan for the profession” across government, according to the job advert.
This will involve the CDDO’s Digital and Data Workforce and Capability team “partnering with the Government People Group strategic workforce planning centre of excellence [to create a] plan [that] will need to foster our profession’s ability to be nimble and to adapt to a rapidly evolving organisational landscape”.

Alongside this plan, the successful candidate will also spearhead the development of “a sourcing blueprint that underpins and optimises departments’ resourcing decisions in line with the profession’s [new] strategic workforce plan”.
The role also comes with the responsibility of serving as “the primary interface between the capability team and CDDO’s analysis and strategy functions”.
“As the Head of Government Digital and Data Workforce Strategy and Transformation, you will develop and implement integrated solutions that enable the Digital and Data profession to attract, retain and develop the talent it needs to transform government services and adapt to changing workforce dynamics,” the advert added. “Your priorities will be to establish a strategic workforce plan for the profession, develop a reward offer, implement recruitment standards and optimise sourcing routes to talent. You will lead the development of the Government Digital and Data Capability Framework and mature our workforce insights to support those priorities.”
