Role comes with salary of £130,000 and remit to advise department on major tech investments

HM Revenue and Customs is seeking a senior finance professional to oversee annual technology-related spending of more than £1bn.

The department’s Chief Digital and Information Office (CDIO) group is recruiting for a dedicated finance director. The postholder, who will earn up to £130,000 per annum, will play a central role in directing a total of about £1.1bn spent by the HMRC digital function each year.

The candidate information pack said: “The individual will sit on the CDIO senior leadership team, with responsibility for providing strategic financial advice, overseeing all funding, managing financial risk, and with responsibility for assessing the financial performance of CDIO as we move through major transformation and significant efficiency savings. The role is also responsible for ensuring CDIO has effective risk, assurance, and governance arrangements in place.”

The successful candidate – who will sit at the head of a team of 90 people – will report primarily into Daljit Rehal, CDIO director general, and “will also have a reporting line into Justin Holliday, HMRC’s chief financial officer”.

The digital finance chief will be a key advisor to Rehal, with a remit to support him “to make decisions so that CDIO operates within financial and headcount budgets across multiple workstreams, and that we have effectively forecasted future needs using long-term planning”.

Writing an introduction in the candidate pack, Rehal said that “the finance function is integral to the success of CDIO and its delivery for HMRC”.

“The Chief Digital and Information Officer group is transforming to become more accountable for the delivery of IT services,” he added. “The increase in accountability and responsibility requires a new set of skills and experience to add to what is currently in place. CDIO Group employs around 3,000 people and has an expenditure of more than £1.1bn. HMRC is going through a technical revolution in a time of rapid change that will transform the service it provides to 50 million individuals and five million businesses across the UK.”
