Stroud District Council is seeking to implement digital technologies to improve services for the authority’s staff and the citizens they service.

The council is looking to invest up to £400,000 in a “cloud-based digital platform for online services”. It is seeking a product that allows the creation of user accounts that can tie in to “a strong CRM capability including [a] single view customers”.

The technology should also integrate with back-office programs, as well as systems such as case-management software. The platform should also provide the ability to send push notifications to users’ mobile devices.

Stroud said that it wishes to augment existing services, enable greater use of self-service tools, and support “channel shift”.

“The council is planning to deliver significant improvements to its services for council employees and the communities it serves,” it said. “The council also plans to adopt an ongoing platform support model that enables it to make niche changes to the platform, so it is not entirely reliant on the supplier.”

Stroud added: “The platform will allow the council to offer services 24x7x 365, in order to improve user satisfaction, with a high proportion of transactions being completed as a single ‘straight through’ process from front to back-office systems. It must also provide customers with regular updates on their requests through automated notifications.”

Suppliers interested in providing the platform have until 23 March to bid to do so. The council then hopes to appoint the chosen partner to a three-year contract, beginning in May.
