Hertfordshire town seeks senior manager to reshape service delivery

Stevenage Borough Council is relaunching its bid to recruit an assistant director of digital and transformation to help revamp how services are delivered to citizens.
The authority is seeking to appoint “an experience transformational leader” to head up its digital and transformation function – which is one of nine directorates that sit underneath its leadership trio of chief and deputy chief executive and strategic director.
The transformation head will assume responsibility for commercial services, corporate projects, business improvement, and change management. The role is currently filled on an interim basis by Caron Starkey, but the Hertfordshire town is seeking a permanent appointee to what it describes as a “career-defining role”.
The job was first advertised 13 months ago. This time around, the salary has been boosted by almost £2,000 and the post now comes with an annual pay packet of £77,000.

Then, as now, a key part of the role will be preparing the authority’s digital operations for an upcoming move to a “public sector hub” – a town centre facility where, as part of a regeneration programme, the council will be co-located with a library and a health centre.
“You’ll develop a customer strategy with digital at its heart in preparation for our move to a new public services hub,” Stevenage said. “You’ll understand how digitalisation fits with a modernisation agenda to protect the future of frontline services. Working with supportive political stakeholders, you’ll translate strategy into deliverable plans through effective leadership and partnership working.”
As of mid-2018, the area served by Stevenage Borough Council had a total of 87,754 residents, according to ONS data. But the town expects its population to grow to about 93,000 in the next 15 years.
Stevenage is famed for being the first town to be designated under the post-war New Towns Act. It was, effectively, founded on 11 November 1946. The first residents moved into its newly built estates a little over five years later.
