Blackpool Borough Council is launching a framework – open to all English and Welsh councils – for a system to handle roads-related data.
The authority has launched a tender, which it says could be worth up to £8m over four years, in the Official Journal of the European Union.
The council is seeking a single supplier to supply a web-based data management system capable of handling asset information, which could be used for highways asset and other information.
A statement by the council said: “The services to be covered by the framework (as detailed in the scope of works) will include physical surveying and data collection, data representation (visual representation), modelling of the data and prioritisation of highway maintenance works.”

The council said that the contract will not be subject to renewal, but that it would be open for consortia to bid.
It is hoping to invite a minimum of five organisations to tender, with the closing date for applications set for 11 March.
Blackpool said that it ‘considers that this contract may be suitable for economic operators that are small or medium enterprises’.
