A new strategy for protecting patient safety across primary care settings outlines the health service’s ambitions to bring greater consistency and certification to the use of technology by general practices
NHS England has outlined an ambition for general practices to implement proactive IT systems “that automatically flag patient safety issues”.
Such issues would include “missed patient referral follow-ups, safeguarding, diagnoses and medication issues”, according to proposals included in a new Primary care patient safety strategy published by the health service.
In deploying these kinds of tech platforms, GPs and other primary care services would take their lead from “industries such as nuclear power [that] have a structured approach to safety management via the use of safety management systems… [that] take a proactive and integrated approach that combines hazard identification and risk management, monitoring of safety performance and the impact of interventions, training and education and promotion of safety”.
Over the coming months, the NHS will explore how a similar model could be used across the primary-care sector to better protect patient safety.
The strategy notes that NHS bodies can already use the NHS Digital Buying Catalogue to buy technology systems that have been certified as having met centrally administered “technology and data, assurance and service management standards” set by the health service.

“We want suppliers to evidence that they meet NHS standards on usability and accessibility, and to co-design products around the user needs,” the strategy adds.
The NHS also sets out an ambition for information to be recorded consistently across the health service via “single, simple patient safety event recording form and process”. This would include details of both incidents that impacted safety as well as those referred to as either ‘near misses’ or ‘good catches’. Examples of good practice would also be recorded on the new unified data document, the introduction of which would provide “improved quality” of information, the strategy says.
“Staff and patients need to be able to easily access the form and be given clear instructions and information on its completion,” it adds. “Primary care needs targeted communications to raise awareness of learning opportunities from recording events.”
The document states that the NHS wants primary care entities – which includes GPs, community pharmacies, optometrists, and dentists – “to also take steps to address the barriers to digital health that some groups may face”.
It says: “The inclusive digital healthcare framework can be used when initiating, developing and updating services to ensure that digital approaches and technologies are designed and implemented inclusively, and are complementary to non-digital support. We want ICBs (Integrated Care Boards) to provide evidence-based support to providers to implement new technology to optimise realisation of benefits for patients and the workforce.”
