Transport for London seeks £1m agile delivery partner

Capital’s transport authority seeks support in delivering two-year programme of work

Transport for London is seeking an agile delivery partner to support a two-year programme of work to roll out a range of “key technology projects”.

The transport authority is looking for an external supplier to support and enhance its own technology development team in its implementation of “key technology programmes to deliver solutions to help the traveling public”. 

Over the course of a two-year agenda of work, TfL expects to the engagement to be worth between £700,000 and £1m to the chosen supplier – although this figure could rise or fall. 

In addition to supporting the development and delivery of new products, the agile partner will be asked to “increase TfL’s internal capabilities in agile methodologies and agile coaching skills, so TfL is self-sufficient by the end of the contract period”.

The authority added: “TfL has a range of delivery methodologies, for example waterfall engineering projects, and TfL's agile methodologies need to be compatible with other approaches.”

Key challenges the organisation faces include difficulties in growing capacity and skills, helping teams with limited tech expertise get up to speed on new products, the ability to deliver “sufficient quality to meet demand [and] limited agility to adapt to changing data models, business services, and technology”. TfL is also seeking help with embedding best practice, and tackling its “challenges in delivering strategy and roadmaps, particularly for large-scale projects”.

The chosen supplier will work with TfL’s agile delivery and technical delivery teams – which are part of the organisation’s 250-strong Technology and Data unit.

TfL added: “Day-to-day work will be working with cross-disciplinary teams… consisting of a range of roles, including, product ownership, business analyst, software development, quality assurance, and solution architecture, as well as stakeholders from our finance, HR and legal services teams.”

Bids for the work are open [6], via the government’s Digital Marketplace platform, until 1 March, ahead of a scheduled contract start date of 25 March.
