Country’s largest authority by geographical area advertises position for overall manager to oversee the work of leaders in fields including design and digital adoption, data and insights, and business analysis
North Yorkshire Council is offering a £100,000-plus salary for a new senior manager to oversee the “largest transformation programme local government” in the area has ever been through.
The vacant role as assistant director of transformation comes with a responsibility for directly managing five other leaders, including the heads of: business analysis; service design and digital adoption; data and insight; transformation portfolio management; and projects and programmes.
The position also comes with a remit to run a “research and development centre in organisational change, innovation and transformation, tasked with ensuring that the council remains at the forefront of important and emerging opportunities”, according to the job advert.
These duties will require the postholder to undertake “close working with the chief executive… and other senior colleagues across the council,” but also come with “significant autonomy in order to co-ordinate activity and priorities”.
All of which adds up a brief of “leading on the largest transformation programme local government has experienced within North Yorkshire”.

This is a programme that comes on the back of a complete revamp of local authority structures in 2023 that saw seven district and one county council unified into the current singular North Yorkshire Council.
The following year, North Yorkshire also joined with the City of York Council to create a combined authority, led by David Skaith, a Labour politician who became the region’s first directly elected mayor a year ago.
In an introductory message accompanying the job advert, North Yorkshire’s corporate director of resources Gary Fielding, said that the reorganisation has established “geographically the largest council and third largest unitary within the country”
“Having now celebrated our two year anniversary of creating the new council, we are at an exciting stage of our change programme,” he said. “Having successfully delivered local government reform and secured a devolution deal; our change programme is moving beyond the ‘building’ phase; safe and legal day one, organisation structural design, service convergence, new operating models and creating a new council shared vision and values, into an ambitious change programme.”
Fielding added: “Now we are poised for the next phase of our journey, one that capitalises on our scale and opportunities to improve our services and impact. We are hungry to take advantage of emerging opportunities including data, technology and innovation to transform the way we work and maximise impact.”
Applications are open until 2 June. The chosen candidate will be based at the council’s headquarters in Northallerton – which will also be the venue for assessment and final interview processes to be held on 17 and 18 June, respectively. The post comes with an expected salary of about £108,000 per year, plus a relocation allowance.
North Yorkshire Council serves a population of more than 600,000 citizens, including residents of the towns of Harrogate, Scarborough, Whitby, and Richmond.
