The new Labour administration has revealed a sweep of 40 new laws enshrining measures such as the electronic registration of births and deaths, and increased gathering of information on cyberattacks
The Labour government’s first sweep of planned legislation includes proposed new laws to reform the Information Commissioner’s Office and place requirements on organisations to report ransomware attacks to authorities.
In the King’s Speech delivered today in parliament, Keir Starmer’s incoming administration unveiled 40 bills. This included two potential major new additions to the UK’s legal framework for technology, as well as various other proposed measures related to digital and data issues across the broader legislative landscape to be delivered by the new government.
The Digital Information and Smart Data Bill is intended “to ensure we harness the power of data for economic growth, to support a modern digital government, and to improve people’s lives”, according to official briefing documents issued alongside the King’s Speech.
Measures supported by the bill include changes to the Digital Economy Act “that will help the government share data about businesses that use public services”.
The law will also see the UK “move to an electronic system for the registration of births and deaths” – something that should enable the Home Office to deliver a recently revealed long-term project to transform and digitise civil registrations.
The digital and data bill further proposes the enforcement of “information standards [for] IT suppliers in the health and social care system”.
Another key measure set out in the new law is a plan to deliver a programme of “modernising and strengthening the ICO”.
“It will be transformed into a more modern regulatory structure, with a CEO, board and chair,” the briefing document says. “And it will have new, stronger powers. This will be accompanied by targeted reforms to some data laws that will maintain high standards of protection but [addressing] where there is currently a lack of clarity impeding the safe development and deployment of some new technologies. We will also promote standards for digital identities around privacy, security and inclusion.”
The use of digital identity verification services – such as for buying age-restricted goods or completing vetting checks – will be one of three uses of data that will be put on a “statutory footing… that people can choose to participate in and which will accelerate innovation, investment and productivity”.

The other use cases include the creation of the National Underground Asset Register, which will provide a UK-wide “digital map… [which] gives planners and excavators standardised, secure, instant access to the data they need… to carry out their work effectively and safely”.
The final usage to be embedded in statute is the establishment of “smart data schemes… [offering] secure sharing of a customer’s data upon their request, with authorised third-party providers”, the policy documents explain.
The second significant piece of planned tech legislation unveiled by Labour is the Cyber Security and Resilience Bill, the ultimate aim of which is to “strengthen the UK’s cyber defences, [and] ensure that critical infrastructure and the digital services that companies rely on are secure”.
This strengthening will, in part, be achieved by “expanding the remit” of regulators and the rules they oversee, and by delivering an “urgent update” to EU laws that have been retained – but not maintained – post-Brexit, according to the briefing.
Additional support for watchdogs could potentially include “cost-recovery mechanisms to provide resources to regulators”, as well as the provision of new “powers to proactively investigate potential vulnerabilities”.
Businesses and public bodies that suffer successful cyberattacks, meanwhile, will be expected to comply with requirements for “increased incident reporting to give government better data on cyberattacks, including where a company has been held to ransom… expanding the type and nature of incidents that regulated entities must report”.
The process of delivering both the digital and data and cyber resilience laws will be led by the Department for Science, Innovation and Technology.
Rights, risks and railways
Before the King’s Speech, many were expecting Labour to reveal a new law entirely dedicated to artificial intelligence – but no such bill was included.
However, the Product Safety and Metrology Bill – which is focused on consumer and product regulation – is intended to support government in “responding to new product risks and opportunities to enable the UK to keep pace with technological advances, such as AI”.
The law is also intended to better protect customers by establishing clear responsibilities for all links in the supply chain of “new and emerging business models” – including online marketplaces.
The centrepiece of the Railways Bill is the new government’s pledge to bring rail services back into public ownership. But, elsewhere, the law aims to support technological improvement, including an ambition to “ensure that ticketing innovations like automatic compensation, digital pay-as-you-go and digital season ticketing are rolled out across the whole network”.
In a press release trailing some of the measures unveiled in the speech, Starmer said: “Our work is urgent. There is no time to waste. We are hitting the ground running by bringing forward the laws we will need to rebuild our country for the long-term – and our ambitious, fully costed agenda is the downpayment on that change. From energy, to planning, to unbreakable fiscal rules, my government is serious about delivering the stability that is going to turbo charge growth that will create wealth in every corner of the UK. The task of national renewal will not be easy, and this is just the down payment on our plans for the next five years, but the legislation set out at the King’s Speech will build on the momentum of our first days in office and make a difference to the lives of working people.”
