Tax agency signs de facto five-year extension for consultancy to continue providing ongoing maintenance and upgrades for Enterprise Tax Management Platform, which forms part of the UK’s critical national infrastructure
In a deal that could be worth close to £700m in the coming years, HM Revenue and Customs has retained Capgemini to provide digital support for the “driving platform for tax collection” across the UK.
On 28 June, the department entered into an initial five-year contract with the consultancy, during which the firm will provide “run and change services” encompassing support, maintenance, and upgrade work for two core HMRC IT systems: the Enterprise Tax Management Platform (ETMP); and the Enterprise Operations Platforms (EOPS).
The deal, awarded via government’s Technology Services 3 framework, is valued at £403.3m – a figure that, once VAT is added, could rise to £688.8m, if the agreement is extended to its full potential seven-year term.
This marks a significant uplift on the £50.9m value attached to HMRC’s incumbent three-year contract with Capgemini for run and change support for ETMP and EOPS – a deal which is scheduled to conclude in December.
The duo of platforms that will be supported by the new engagement cover both frontline service delivery and internal operations.
“ETMP is deemed critical national infrastructure and is the driving platform for HMRC’s tax collection. It covers the administration of, and accounting for, a significant number of tax regimes,” according to a newly published procurement notice. “EOPS is the collection of services used to operationally support HMRC, including HR and finance.”

Both ETMP and EOPS are underpinned by software vendor SAP’s ECC 6.0 enterprise resource planning technology.
The text of the contract stipulates that Capgemini will be expected “to provide the continued running of ECC 6.0 delivering run and change services”.
The document adds: “Key services include: operation, service desk, change co-ordination and release services; infrastructure support; maintenance and delivering the end-to-end change lifecycle from discovery through to integrating to live services; early live support; and project closure for all change orders.”
SAP first released ECC 6.0 in 2001 and the vendor’s free support for users of the technology will end at the beginning of 2028. For three years after this point, customers can pay for extended support but, as of January 2031, vendor support for the product will no longer be available in any form.
The ETMP and EOPS deal is the latest in a series of big-ticket digital and tech support agreements awarded by HMRC in recent weeks. Across six deals signed in the past two months, a potential total of £1.7bn could be spent in the coming years – about £1.2bn of which would go to Capgemini, which has won three of the contracts.
This includes a near-£250m deal to deliver run and change support for the department’s Multi-Channel Digital Tax Platform, as well as a potential £263.1m engagement to provide “digital platforms new build” services for HMRC’s Making Tax Digital programme.
