New civil service has to be smaller, more digital - and open to external guidance, says Cabinet Office

The Coalition’s radical proposals for ‘reforming’ the civil service have just been published. We’ve put reform in scare quotes as one man’s reform is likely to seem another man’s attack on a prized British institution – but more of that anon.
Bottom line – look for a much smaller Whitehall workforce that’s easier to sack. And expect a lot of sackings. Plus, a much bigger role for external consultants - including ICT firms?
