Editor's Manifesto: in praise of Joe CIO.

 ICT – enabler or inhibitor? It's a debate that has plagued both the private and the public sector agendas for decades. All too often the public sector track record on ICT is talked down. Sometimes this is with good reason – it's hard to find anyone outside Connecting for Health or a politician in the Department of Health who'll sing the praises of the NHS National Programme for IT, for example. But there are shining example of excellence in the public sector as we saw last month at the eGovernment Awards at the Guildhall in London.
