Initially the facility is likely to be used in certain applications for permission to appeal and other short applications in which parties cannot readily attend court. The Court may direct that hearing by video link is appropriate in any case, but it is also open to parties to request it in writing to the Civil Appeals Listing Office.

Video conferencing allows the Court to conduct proceedings with parties at remote centres, either regional courts or private video conferencing venues. It is expected to be of great assistance in a range of cases. These include those in which a costs saving can be achieved, disruption can be avoided, early listing can be facilitated or parties such as children, prisoners or hospital patients are involved. It may particularly be useful for short applications where the parties' would otherwise incur considerable cost and time in travelling.

The Master of the Rolls, Lord Phillips, said: "The Royal Courts of Justice already has a highly sophisticated video conference suite. The addition of this portable equipment for the use of the Civil Division of the Court of Appeal extends our ability to make the best use of technology in the courts, and to improve the service we provide.

"The portable equipment can be used in any of the civil appeal courts, and will provide greater flexibility in the listing of cases, and allow those parties who are vulnerable or have difficulty in attending in person easier, and more affordable, access to the courts."
