The project, which is intended to achieve the most efficient and effective ICT procurement, management and operational arrangements for delivery of current and future ICT services for the Council, is expected to be completed in December.
A key element in the Council’s brief to Socitm Consulting is to investigate how the ICT service can best address the challenges of the Scottish Executive’s ‘Modernising Government’ agenda (broadly equivalent to the ODPM ‘Priority Outcomes’ in England and Wales).
One of Socitm Consulting’s senior consultants is leading the project, supported by appropriate specialists. Derek French has considerable experience in ICT management in local government, and has carried out similar exercises for other local authorities including Cumbria and Hull. Devising and reviewing ICT and information management strategies for local government and other public sector bodies is one of Socitm Consulting’s key workstreams.
Socitm Consulting’s Managing Consultant Stephen Hill comments: “The crucial importance of the ICT function to local government is now fully recognised. The modernising agenda makes serious demands on ICT services and we are very pleased to have been chosen by Dumfries and Galloway Council, in what was a competitive procurement, to carry out this assignment for them”.
Dumfries and Galloway is the third largest local authority area geographically in Scotland and covers 2,380 square miles with 239 miles of coastline. Its location at the crossroads between Scotland, England and Northern Ireland means it has a unique importance in trade and cultural exchange. Dumfries and Galloway Council (www.dumgal.gov.uk) serves a population of 145,800 and its annual revenue budget for 2002/03 was £242 million.
