WHO WE ARE
Buying Solutions is an Executive Agency of the Office of Government Commerce (OGC), which is itself part of HM Treasury. As a leading national procurement organisation, we source more than 500,000 products and services from more than 500 suppliers, covering ICT, Utilities, Property and Office Solutions, Professional Services, Travel, Payment Solutions and eCommerce.

We help public sector customers to maximise efficiency and value for money. We leverage the Government and the wider public sector’s purchasing power to deliver significant savings to customers – who are at the heart of everything we do. We provide a tried and tested route to buy what customers need quickly, efficiently and at competitive prices.

We work closely with the OGC to ensure that our framework agreements and other procurement arrangements help them to deliver and fully enable the implementation of public procurement policy.

An independent Office of the Treasury, OGC’s remit is to improve the efficiency and effectiveness of central civil Government procurement, as well as playing a wider role in developing and promoting private sector involvement in the public sector. Just one example is Buying Solutions’ key role in the delivery of the government’s eProcurement agenda by developing a range of web-based solutions for transactional purchasing.

WHO WE CAN HELP
We act on behalf of central government departments and agencies, local government, education, the NHS (including Trusts), non-departmental public bodies, the Prison Service, the Police, the Fire Service and the M.O.D. – in fact, for any UK public sector contracting authority, as defined by the Public Services Contract Regulations 1992 or any service provider acting on its behalf.

HOW WE CAN HELP
As a national procurement partner for the UK public sector, we can use our specialist knowledge and expertise to give you a better deal on more than half a million products and services, as well providing free professional support and advice on technical issues, energy saving and environmental improvements. Last year alone we saved our customers over £670 million! All products are sourced through a rigorous, EU compliant procurement process which avoids the need for competitive tendering.

These are just a few of the areas we cover:
• Professional Services
Consultancy provides the opportunity to buy in external expert skills, knowledge and advice to address specific issues. It embraces the areas of organisational consultancy, functional consultancy and multi-disciplinary consultancy, with framework agreements for each.

Resourcing offers a route to identify and provide temporary staff to fill an individual job role and includes interim managers, specialist contractors and recruitment services. Legal Services enables customers to source high quality, non-contentious legal advice and assistance from a range of service providers.

• Payment Solutions
The Government Procurement Card (GPC), a selection of fuel procurement cards including MonitorCard and the Government Merchant Acquiring framework agreement.

• Travel
Provides big savings on business travel and related services including hotel acco mmodation, air and rail travel, vehicle hire and conference services.

• eCommerce
A set of web-based tools for buying on the internet, encompassing eSourcing, eAuctions and Zanzibar, which includes an electronic marketplace and purchase-to-pay solution.

• Property and Office Solutions
Courier services, multifunctional devices, postal services, recycled paper, office supplies, print services, health and hygiene

• ICT
Hardware, software, associated products, infrastructure, maintenance and management, an extensive range of telecoms products and services including Mobile Solutions and Specialist Solutions; MTS, a Managed Telecommunications Service and the Government Secure Intranet (GSi).

• Utilities
A range of energy procurement services covering gas, electricity, gas, liquid fuels, management and conservation services. Our flexible procurement model has delivered prices that are consistently below the market average in this complex and constantly evolving marketplace.
